Dr. Kent Moors is the Executive Managing Partner of Risk Management Associates, International, a full service global management consulting and executive training firm. He is an internationally recognized expert in global risk management, oil/natural gas policy and finance, cross-border capital flows, emerging market economic and fiscal development, political, financial and market risk assessment, as well as new techniques in energy risk management. He has been an advisor to the highest levels of the US, Russian, Kazakh, Bahamian, Iraqi and Kurdish governments, to the governors of several US states and the premiers of two Canadian provinces, a consultant to private companies, financial institutions and law firms in 25 countries and has appeared over 1,400 times as a featured television and radio commentator in North America, Europe and Russia—including ABC, BBC, Bloomberg TV, CBS, CNN, NBC and Russian RTV and regularly on Fox Business News.

His clients have included six of the world’s top ten oil companies as well as leading oil and natural gas producers throughout Russia, the Caspian Basin, the Persian Gulf and North Africa, Asea Brown Boveri, AT&T, the Bank of England, the Caribbean Business Enterprise Trust, Citicorp, Control Data, Deutsche Bank, the European Bank for Reconstruction and Development, the International Finance Corporation, the Russian Central Bank and Westinghouse, as well as major transnational banks, investment firms and holding companies. Dr. Moors has 31 years experience in international consulting.

A prolific writer and lecturer, his six books, over 750 professional and market publications, and over 250 private/public sector presentations and workshops have appeared in 44 countries.

His new book The Vega Factor: Oil Volatility and the Next Global Crisis, takes an in-depth look at the reasons why oil prices will never again be reflected by fundamentals of supply and demand. Instead, it will be controlled by traders and the widening disparity between the price of “wet” barrels and “dry” barrels.

In addition to his position with RMAI, Dr. Moors is President of ASIDA, Inc., an international consulting firm specializing in Russian, CIS, Caspian, and other developing market hydrocarbon and financial strategies. Dr. Moors has created and advised international joint ventures, structured offshore and multinational financing packages, negotiated international contracts and fiduciary agreements and directed emerging market research and development (R&D) projects.

Dr. Moors is a contributing editor to the two current leading post-Soviet oil and natural gas publications (Russian Petroleum Investor and Caspian Investor), monthly digests in Middle Eastern and Eurasian market developments, as well as six previous analytical series targeting post-Soviet and emerging markets. He also directs WorldTrade Executive’s Russian and Caspian Basin Special Projects Division. The effort brings together specialists from North America, Europe, the former Soviet Union and Central Asia in an integrated electronic network allowing rapid response to global energy and financial developments.

Professor in the Graduate Center for Social and Public Policy at Duquesne University, where he also directs the Energy Policy Research Group, Dr. Moors has developed international educational programs, run training sessions for agencies of the US government, and served as an external implications consultant to ongoing policy areas having high levels of uncertainty. He is particularly known among public and private sector policy makers for providing targeted political, market and risk assessments in crises or rapidly changing environments. Until revisions in US policy, Dr. Moors was slated to be the deputy director of the Iraq Reconstruction Management Office (IRMO) in Baghdad.
